Yard cleanup. I remove winter protection (if any) after the temperatures stay above freezing. Make a new compost pile with the autumn leaves and pine needles that I rake up.

It's getting late to plant bareroots. Ideally, bareroots should be planted before they've broken dormancy. Potted roses can be planted anytime between now and October.

Reality check: Haven't finished planting bareroots. Haven't finished yard cleanup. Haven't finished spring pruning!

Spring pruning. Discard cuttings in yard waste bags and put curbside for town pickup.
Bareroots can be planted as soon as the ground is workable.
